Blend Blonde IQ™ 9+ Lightener with Pro-Oxide Oil Developer 30V (9%) in a non-metallic bowl.
Ratio: 1:1 to 1:3, depending on desired consistency and technique.

Foil Application:

Returns Policy

You may return most new, unopened items within 30 days of delivery for a full refund. We'll also pay the return shipping costs if the return is a result of our error (you received an incorrect or defective item, etc.).
